Performs highly complex (senior-level) contract development and management work. Work involves developing, preparing, and reviewing contract material and preparing reports on contract development and management. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.

Develop statements of work, specifications, contracts, and amendments by interviewing program/project managers and subject matter experts, identifying provider resources, and interfacing with the appropriate staff and legal counsel.
Coordinate and facilitate procurement related meetings.
Monitor legal and regulatory requirements pertaining to contracting.
Make recommendations to change solicitation, contract boilerplate, and other contract related documents.
Provide guidance regarding contract administration, policies, and procedures.
Interact with program managers ensuring deliverables and performance requirements meet all deadlines.
Conduct reviews for compliance with program policies and procedures, statutes, and rules for assigned contracts.
Review contract plan changes, amendments, and renewals to ensure correctness and adherence to procedural requirements and project timelines.
Maintain and review contract file information and review and/or verify contract data included in contract management database.
May monitor contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies and recommend appropriate action when deviations occur.
Perform other duties as assigned.
Education and Experience:
Education– Graduation from an accredited four-year college or university with emphasis in business administration, public administration, finance, accounting, or related field is required.
Experience – Minimum of one (1) years' progressive work experience in contract development, contract administration, purchasing, project management, emergency management, or research is required. State contracting or purchasing experience preferred.
Substitution Note: Additional work experience of the type described may be substituted for education requirements on a year-for-year basis, with thirty (30) semester hours equal to one (1) year experience.
Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence. Must possess or be able to attain certification as a Texas Procurement Manager (CTPM) or Texas Contract Manager (CTCM) within eighteen (18) months of hire.
Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Knowledge of contracting regulations, policies, and procedures, developing contracts, business administration and accounting principles and practices, and of policies and procedures of contract management. Ability to evaluate contracts and recommend future status; to interpret policies, procedures, and regulations; to evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements; and to write and edit contract requirements and specifications.
Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.
Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.
Research and Comprehension– Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.
Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems. Must possess skills to effectively review technical data and prepare technical reports.
Technology(computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
Travel and/or Schedule – Availability for after-hour and weekend work is required.
**DPS employee who is selected for a position in their current salary group and state title will be transferred with no salary change.
DPS employee who is selected for a position in their current salary group with a new state title may receive an increase up to 3.4%.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.**
