Job Summary

Perform moderately complex professional administrative and policy analysis work for Facilities. Work involves conducting organizational studies and evaluations, designing systems and procedures, conducting work simplification studies, complex report and analysis, and preparing operations and procedures manuals to assist management in operating more efficiently and effectively. May oversee the work of others. Work under general supervision with limited latitude for the use of initiative and independent judgment.

General Duties:

Collect and analyze data in areas such as workload, administrative practices, staff utilization, organizational structure and development, and critical statewide information in various media (i.e. building information, fire marshal violations, leasing information, etc.).

Monitor and review current organizational, procedural, or operational systems for effectiveness, efficiency, and conformance to established guidelines.

Consult with management to initiate studies; identify priorities; and define study scope, purpose, objectives, time frames, and resource requirements.

Research historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are indicated.

Analyze new or proposed legislation or regulations to determine their effect on program operations and management.

Develop recommendations for improvement and corrective action to standardize or improve organizational systems.

Conduct studies of employee or organizational efficiency and productivity and recommend changes or improvements in organization, staffing, work methods, and procedures.

Prepare comprehensive technical records and reports to present and interpret data, identify alternatives, and make and justify recommendations.

Responsible for maintaining facilities property inventory and record retention.

Serve as a liaison for internal and external customers.

Create, develop, and monitor area web page in SharePoint and DPSnet.

Ensure data accuracy of various databases.

May oversee the work of others and conduct training on new methods and procedures.

May conduct special projects.

May review industry developments and make recommendations for possible agency application.

Perform other duties as assigned.

Education and Experience:

Education - Graduation from an accredited college or university with major course work in research methodology, business or public administration, or a related field.

Experience – Three (3) or more years verifiable work experience in research and planning, analyzing data, or compiling data to generate complex reports.

Substitution Note:Experience of the type described may substitute for the educational experience with one (1) year equal to thirty (30) semester hours.

Licenses and/or Certifications - Valid driver license from state of residence.

Analytical and Research Skills - Gather, assemble, correlate, and analyze facts and devise solutions to problems. Identify measures or indicators of program performance. Sufficient knowledge of library, computer and empirical research methods and sources to obtain meaningful primary and secondary data regarding a wide variety of subjects. Statistical concepts, methods, and application as they relate to research techniques.

Computer Skills - Proficient with personal computers and various software; e.g. spreadsheets, word processing, databases, desk-top publishing, databases, and modern business office practices.

Organizational Skills - Ability to multi-task and prioritize in a high-stress, fast-paced, multi-demand environment, and the ability to make sound work-related judgments and decisions. Ability to interpret and coordinate the development and implementation of policies and procedures.

Communication Skills - Excellent verbal and written communication skills to include complex correspondence drafting, English composition, grammar, punctuation, and spelling.

Interpersonal Skills - Must exercise excellent interpersonal skills - position continually requires demonstrated poise, tact, diplomacy, and ability to establish and maintain effective working/professional relationships with external and internal customers. Ability to develop and execute effective and efficient plans/schedules to accomplish all aspects of assigned work order tasks on time, within budget, and at or exceeding quality standards.

Schedule - May be required to work other than normal hours during legislative sessions and to accomplish special projects.

Confidentiality - Must be able to responsibly handle sensitive and confidential information and situations.

Supplemental information:

**DPS employee who is selected for a position in their current salary group and state title will be transferred with no salary change.

DPS employee who is selected for a position in their current salary group with a new state title may receive an increase up to 3.4%.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.**
