Tesoro Logistics is looking to add an Instrumentation and Electrical Engineer to our Operations team in Bismarck, ND. This position is a vital role in supporting Tesoro’s High Plains Pipeline and gathering systems. The incumbent will be the regional technical expert for electrical, instrumentation, and related systems to ensure reliable operation of pipelines and stations in the High Plains Pipeline System.


Supports controls systems upgrade projects and capital projects including:

  • Control system specifications

  • Hardware design

  • Software design

  • Testing

  • Commissioning

  • Training

  • Documentation

  • Provides support to the capital projects and regional teams for all phases of capital and expense projects.

  • Completion of detailed design

  • Construction

  • Installation of facilities and equipment.

  • Participates in technical reviews to ensure detailed electrical engineering meets design specifications, codes, and engineering standards.

  • Provides input for P&ID’s to reflect field changes.

  • Ensure compliance with project specifications, standards, and codes by reviewing vendor and contractor instrumentation design.

  • Provides valuable input into work scope development.

  • Evaluates estimate costs, resource cost and bids.

  • Creates solutions by using cost/benefits analysis.

  • Provides specifications and installation guidelines for instrumentation and electrical devices and systems to ensure compliance with established engineering standards.

  • Executes primary and end element sizing, selection, and specification of field devices.

  • Troubleshoots and resolves instrumentation and electrical-related issues.

  • Assists in the design of high and low voltage electrical systems.

  • Monitors electrical power distribution system.

  • Maintains baseline appraisals of electrical capacity, identifying load flows, problem areas and areas of excess capacity.

  • Monitors critical equipment analysis to identify reliability improvement opportunities.

  • Supervises loop checks before commissioning

  • Reviews procedure manuals for technical adequacy.

  • Provides instrumentation training to regional personnel.

  • Documents and maintains reliability databases for instrumentation and electrical assets.

  • Supports investigations of adverse incidents involving electrical system disturbances and electrical equipment failures.

  • Collaborates with the Procurement team for technical specifications.

  • Works together and mentors electricians and E&I Technicians in technologies and work practices.

  • Collaborates with Maintenance on assessment, design and implementation of preventive and predictive maintenance programs and reliability improvement programs for instrumentation.


Minimum undergraduate degree in electrical or instrumentation engineering or 12 verifiable years of industry experience and an associate’s degree in electrical or instrumentation


  • Minimum 5 years electrical/instrument engineering experience in the midstream industry.

  • Able to work extended hours, including nights and weekends, in process operations environment and during periods of inclement weather. Must be able to access areas requiring the use of stairs and ladders to inspect critical process and mechanical equipment.
