Located in historic downtown Charleston, South Carolina, the Ralph H. Johnson VA Medical Center is a tertiary care teaching hospital providing the highest level quality care from cardiology to neurology to primary and mental health care for more than 70,000 Veterans along the South Carolina and Georgia coast. For the past two years, the Ralph H. Johnson VA achieved an overall annual 5-Star rating according to VA's Strategic Analytics for Improvement and Learning Value (SAIL) model. The Charleston VA is also ranked in the top 10th percentile according to the Healthcare Effectiveness Data and Information Set (HEDIS). HEDIS is an independent review that measures performance of 90 percent of America's health plans and facilities in both the public and private sector on dimensions of care and service. The Ralph H. Johnson VA Medical Center is a center of excellence for robotic surgery and orthopedics, and is the first VA National Tele-Mental Health Hub providing care for Veterans across the U.S. The 149-bed hospital includes six community based outpatient clinics, a 20-bed nursing home, women's health, and the full range of inpatient and outpatient care, including medical and surgical intensive care. The VAMC provides more than 875,000 outpatient visits and approximately 4,400 in-patient stays annually. With more than 2,500 employees, Charleston VA has an annual budget of $520 million, research funding of more than $21 million, and more than 100 principle investigators participating in approximately 300 research studies.

Responsibilities

Incumbent will serve as the Ralph H. Johnson VA Medical Center Assistant Fisher House Manger (FHM) and is responsible for on-site management, planning, operation, and administrative coordination of the multi-phased lodging program. The Fisher House is used by families of Veterans or active-duty military personnel who are receiving at the RHJVAMC or have been transferred to a local medical facility by the RHJVAMC and for Veterans and active-duty military personnel who are providing familial support to a hospitalized family member. Veteran outpatients receiving radiation, chemotherapy, or other intensive outpatient procedures may also utilize the Fisher House when accompanied by a family member or caregiver when space is available. Often the Veterans are seriously ill, and families/caregivers are experiencing stress and may be in crisis. Therefore, the environment of the Fisher House must reflect sensitivity to these special guests.

Work Schedule: Thursday through Monday 7:30 am - 4:00 pm (Tour of duty subject to change based on the needs of the facility)

Physical Requirements:No special physical demands are required for this job. Average physical ability, dexterity, and strength are needed for this position. This includes preparation for programs, moving/lifting of equipment (100 cup coffee pot, boxes of donated items, up to 40 pounds etc.). Although some of the work is sedentary, the employee will be walking, standing, bending, climbing stairs, and carrying some light items, as well as driving an automobile for the purpose of transporting Veterans and guests and delivering material to and from the VAMC. Trips into the community to attend meetings in support of Fisher House will be required.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For this vacancy, applicants must have held a GS-7 or higher to be eligible for GS-9 and must have held GS-9 or higher to be eligible for GS-11.

Specialized Experience:

Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Specialized experience includes: experience in managing a lodging facility, demonstrating leadership abilities, knowledge of VA acquisition regulations, ability to engage community partners, create long and short term budgets utilizing automated office systems, demonstrate sophisticated oral and written communication skills, etc.

master's or equivalent graduate degree

2 full years of progressively higher level graduate education leading to such a degree

  1. Knowledge in formulating local occupancy directives, instructions and brochures conducting technical audits or studies.

  2. Experience in managing a lodging facility, demonstrating leadership abilities, knowledge of VA acquisition regulations, ability to engage community partners, create long and short term budgets utilizing automated office systems, demonstrate sophisticated oral and written communication skills, etc.

  3. Knowledge of VHA management procedures and general business/housing management principles and practices to participate in the development, implementation, and maintenance of operational policies related to eligibility, admission, length of stay, guest behavior standards, cleanliness and state of repair of the facility.

  4. Knowledge of policies and procedures for the scheduling of available guest rooms, check ins, check outs, and orientation of guests.

  5. Knowledge of the medical center's computer systems and related programs for inputting and extracting data, maintain data bases, spreadsheets and other electronically stored data for analyzing occupancy rates, work orders, & fund control points.

  6. Knowledge in working with a variety of people in overseeing a lodging program including facility staff, representatives of community groups and organizations and local non-profit organizations.
