Chesterfield County Financial Manager in Chesterfield, Virginia

Minimum Qualifications:

Bachelor's degree in accounting from an accredited program and five years of experience in accounting, preferably in health care, government and/or non-profit setting, including two years of progressive management experience; or an equivalent combination of training and experience. Familiarity with Medicaid cost reports for Intermediate Care Facilities a plus. Working knowledge of governmental accounting policies and procedures and experience in preparing Medicaid cost reports and State Performance Contract reporting. Applicant must have knowledge of Generally Accepted Accounting Principles, preferably with prior experience in government and healthcare accounting, Medicaid cost reports and reporting. Must be detail oriented. Demonstrated ability to work independently; to meet deadlines in a changing healthcare environment; set priorities; to analyze, interpret and apply financial regulations, policies and procedures and solve complex issues related to fiscal data and fund sources; to prepare budgets ($38MM) and detailed financial reports. Excellent verbal and written communication and customer service skills to both internal and external customers. Demonstrated ability to work with automated financial systems and multiple funding sources including federal grants. CPA preferred. Pre-employment drug testing, FBI criminal background check and education/degree verification required.


Mental Health Support Services (MHSS), a Human Services agency of Chesterfield County, has an excellent career opportunity for an experienced accounting professional. The Financial Manager is responsible for oversight of the $38MM budget and general accounting operations and reporting of eight affiliated non-profit entities, three staff, eleven clinical and community programs (80 cost centers), multiple federal and state grants and Medicaid cost reporting for two Intermediate Care Facilities, various grants and monthly and quarterly budget utilization and trend analysis to program managers and executive staff. Prepare and monitor annual budgets for MHSS including quarterly meetings with executive staff and program managers as well as updating year end projections. Supervise and assist in developing, revising, implementing and maintaining financial management standards, policies and procedures for the agency. Perform other work as required.
