CB - Oversight & Control - O&C Program Manager - Vice President


The Commercial Banking Oversight & Control Third Party Management team is responsible for deploying, oversight and ongoing reporting of the CB Third Party Oversight program in line with the Firm’s Policies and Standards. This includes building awareness of the program and ensuring consistency in global understanding and dissemination of regulatory requirements. The major focus of the program is to ensure all Third Party Provider outsourcing activities are executed in a disciplined and controlled manner taking into account all aspects of client service, quality, and aspects of control, regulatory compliance, business resiliency and protection of information.

This role reports to CB O & C Third Party Program Director. As an integral member, you will assist the team to deliver key objectives that include:

  • Deploy, execute and maintain a robust operating structure in accordance with the firm-wide TPO policies and standards.

  • Establish control measures to identify and mitigate risks and compliance gaps in the programs.

  • Responsible for the day to day CB TPMO execution and compliance of onboarding, steady state monitoring and dis-engagement of CB Third Party Providers.

  • Partner with functional partners in Legal, Compliance, Sourcing, Risk, IT Risk Management, Finance and Audit to ensure a clear and co-ordinated program with other initiatives.

  • Maintains and communicates an effective understanding of regulatory requirements and industry practices to senior management and the Line of Business.

  • Provide program execution support to all Third party outsourcing initiatives as per policies and procedures.

  • Partner with the Corporate TPO office for effective communication to ensure overall program status, implementation plans, management issues, priorities, escalations and risks.

  • Primary point of contact for all Cyber vulnerability initiatives impacting the CB’s TPP’s.


  • Bachelor’s degree.

  • 5-7 years Experience in program management.

  • Knowledge of regulatory requirements and internal policies of the Firm with regard to third-party provider management will be a major advantage.

  • Experience in Operation Risk and Control functions is preferable.

  • Process reengineering skills in order to help design end to end processes is preferable.

  • Ability to manage and prioritize multiple initiatives concurrently.

  • Outstanding inter-personnel, listening and negotiation skills as well as being a strong written and verbal communicator at senior management level.

  • Excellent business judgment, particularly the ability to proactively monitor the program to identify and address issues early, performing root cause analysis to develop long term solutions.

  • Strong business analysis skills to enable efficient, accurate and objective decision making.

  • Ability to partner closely with related functions to ensure a coordinated and effective program.

  • Team player with ability to build strong cross-business relationships – proven flexibility, adaptability and reliability.

  • Excellent MS Office knowledge - specifically Excel and Power Point. Basic knowledge of Visual Basic is a plus.

  • Familiarity with financial process (Budget planning, forecasting, reporting) will be an added advantage.
