Position Summary:

Under the general direction of the Assistant Administrator of Systems, Fiscal, and Operations Management of the Division of Medicaid Services (DMS), the Director of the Bureau of Fiscal Management is responsible for leading, directing, coordinating, planning, monitoring and evaluating the operational activities of division staff and managers within the areas of the financial system, rate setting, claims system, estate recovery and the Wisconsin Funeral and Cemetery Aids Program (WFCAP). This includes all functions required to meet all programmatic priorities, goals, and objectives. The Director of the Bureau of Fiscal Management supervises section chiefs and collaborates across the functional area of Systems, Fiscal and Operational Management. The Director of the Bureau of Fiscal Management is responsible for implementing fiscal and IT policy direction and overseeing operations to ensure compliance with federal and state laws and policies, and evaluating outcomes.

The Division of Medicaid Services administers Medicaid, Food Share, FSET, SSI Disability Determinations for the state, FamilyCare, IRIS, Children’s Long-Term Care Waivers, as well as Milwaukee Enrollment Services and is one of the most complex Divisions in state government with over 1,000 FTE and a benefits budget of $8 billion and an administrative budget in excess of $300 million. The bureaus within the Division, with programs administered in conjunction with county and other local agencies, include: the Bureau of Benefits Management, the Bureau of Enrollment Policy and Systems, the Bureau of Fiscal Management, the Bureau of Benefits Management, the Bureau of Milwaukee Enrollment Services (MilES), the Disability Determination Bureau, the Bureau of Long-Term Care Financing, the Bureau of Adult Long Term Care Services, and the Bureau of Children’s Long Term Support Services. The Division also oversees hundreds of millions of dollars in contracts, including the Fiscal Agent and eligibility systems vendor contracts as well as hundreds of other contracts.

This position provides direct executive oversight and leadership over the following Sections: the Acute Care HMO Rate Section, the Hospital Rate Setting and Policy Section, the Financial Management Section, the Estate Recovery and WFCAP Section and the Claims System Section. This business area contains over 50 FTE and is responsible for the overall Medicaid budget of $8 billion. In addition to staff and management within the bureau, including strong collaboration across DMS with the other executive leaders, interaction with other divisions and agencies is required to facilitate the goals and requirements of each program.

The Director of the Bureau of Fiscal Management must represent the units’ interests and performance at the Division, Department, State, and federal level with the Centers for Medicare and Medicaid Services. The Director of the Bureau of Fiscal Management acts on behalf of the Assistant Administrator of Systems, Fiscal and Operations Management, as well as the Division Administrator and Deputy Division Administrator in his/her absence or as directed. This position works with other divisions, agencies and with extensive external stakeholders.

Qualifications:

A minimally qualified applicant will have:

  • Experience as a supervisor or manager of subordinate supervisors or managers, including tasks such as directing, supporting, assisting, coaching, and leading staff.
  • Experience providing fiscal oversight through the monitoring of budgets and expenditures and establishing systems, policies, and procedures to oversee financial operations.
  • Management experience in a complex, highly regulated organization with a large scope (e.g. statewide or nationwide).
  • Strong communication skills, both oral and written, including skill in establishing and maintaining liaison with individuals and groups of diverse interests.
  • Experience leading and setting direction through supervision and influence to align organization mission and goals.
  • Policy analysis and development experience.
  • Experience utilizing rate setting methodologies and analytical skills (working directly with different payment methodologies, and claims processing systems).

A well-qualified applicant will also have:

  • Experience working in a health care or governmental setting.
  • Experience working with the Medicaid budget, systems (MMIS, CARES, etc.), programs (FoodShare, Badger Care Plus, etc.), or reimbursement methodologies.

Salary: The starting salary is between $83,200 and $101,129 per year, depending on qualifications, plus excellent benefits. The pay schedule/range is 81-01. A 2 year Career Executive trial period is required.
