Job Description

**This position is contingent upon contract award**SOS International LLC (SOSi) is seeking an experienced Program Manager (PM) to lead a large base operations support services program in Qatar. The PM will oversee an extensive and diverse program which provides base operations, support and services functions in support of the Army’s mission. The ideal candidate will have extensive experience managing an Area Support Group (ASG) type organization or in direct support of similar activities for other services. Demonstrated understanding of the issues and challenges facing OCONUS bases is ideal.Essential Job Duties• Manage program personnel assigned to perform the functions as identified in the Performance Work Statement (PWS) in support of an OCONUS Army Base• Responsible for the development and execution of program goals and expectations• Serve as the programs principal interface with customer for program execution• Manage all financial performance of the program (cost and schedule)• Monitors expenditures associated with the programs, including staff-hour expenditures, expense reports, and operating funds• Manage subcontractor and vendor relationships to seamlessly deliver quality services in accordance with the PWS• Manage internal and external quality control methods and policies for measuring, tracking, analyzing, reporting and implementing preventive and corrective actions required to ensure the quality performance standards required by the PWS and customer satisfaction is met • Present bi-weekly, monthly and quarterly program management reviews to senior customer officials, and senior SOSi management• Analyze operational and administrative data in order to manage and evaluate cost, schedule, and performance within estimated timeframes and budget

Minimum Requirements

• Secret Security Clearance• BS/BA degree • Knowledge of FAR, DOD and Army regulations• Shall have at least five years of experience at a comparable level of responsibility in projects of similar size, scope and complexity• At least two years of experience as an independent field manager is preferred• Experience in a management or supervisory capacity in a remote location with a multi-national work force is highly desirable

Desired Qualities• Understanding of the Army culture, language and expectations for mission success• Experience working directly with Public Works is preferred • Project Management Institute (PMI) certification as Project or Program Management Professional • Experience with AR 415 Series of regulations related to real property management (AR 415-15, AR 415-18, AR 415-28, AR 415-32, PAM 415-3, PAM 415-28) Work Environment• Can expect outside environmental conditions of extreme heat, sand and dust• Ability to lift and/or move objects or packages of up to 25 lbs
