WVU Research Corporation Housing First Lead Caseworker in Eastern Panhandle of WV, West Virginia


This is a mobile position that serves Berkeley, Grant, Hampshire, Hardy, Jefferson, Mineral, and Morgan counties.


This position supports the research and community service goals of the Department of Dental Research Projects through the provision of direct public health-based services to the community. Program data will be used for evaluation and in research projects to learn more about the health of rural Appalachian persons who have a disabling condition, such as mental health issues, physical mobility impairments, living with HIV/AIDS, and homelessness or at high risk of homelessness.

This position serves as a resource contact to the project and independently uses professional concepts and techniques, as well as organizational policies to solve a wide range of moderate to complex problems in imaginative and practical ways. Depth skills, knowledge, and interpretive abilities, as well as some creativity, are required to successfully perform duties. Work effort often addresses non-routine matters within established protocol, guidelines, and/or policies. Work effort has significant impact on client services and operations, producing moderate to major organizational, legal and financial results and/or liabilities. Position duties may require oversight of projects or programs, including coordination of work by others providing support of basic objectives.

Duties & Responsibilities

Responsibilities are functional in nature, and performed under limited supervision. Specific tasks include, but are not limited to:

  1. Collaborate with other professionals to evaluate clients’ medical or physical condition and to assess client needs.
  2. Advocate for clients to resolve crises.
  3. Evaluate eligibility for public assistance programs related to housing, including HUD Rapid Re-Housing, HUD Permanent Supportive Housing Continuum of Care program, and the HUD Housing Opportunities for Persons with AIDs (HOPWA) program.
  4. Refer client to community resources to assist in recovery from mental or physical illness and to provide access to services such as financial assistance, legal aid, housing, job placement, or education.
  5. Monitor, evaluate, and record client progress according to measurable goals described in the service plan.
  6. Provide home-based public health-based case management services to persons who are disabled and homeless (or who have a previous history of homelessness).
  7. Collect and enter data using standardized assessment tools in the Homeless Management Information System (HMIS).
  8. Point of contact for existing clients and recruitment of new clients.
  9. Visit individuals in homes or attend group meetings to provide information on program services, requirements, or procedures.
  10. Advise clients regarding food stamps, child care, food, money management, sanitation, or housekeeping.
  11. Assisting in locating housing for displaced individuals.
  12. Interview individuals or family members to compile information on social demographics.
  13. Oversight of graduate student interns, including recruitment, interviewing, and candidate selection.

*Supervisory/Lead Role *

Position reports to Program Coordinator. Normally receives no instructions on routine work, and general instructions on new assignments. Typically determines methods and procedures on new assignments. General sharing of knowledge and team participation is expected in the role. Program, project, or activity lead and work coordination responsibilities may occur or be assigned in this position. Guidance or supervision of others may be required.

*Physical Demands *

This position requires manual dexterity used in operating office equipment, standing and bending in the assessment of clients, prolonged periods of sitting, and the ability to walk short distances. Work activities may require the use of elevators and/or stairs. Activities are predominantly non-manual, though some manual work may be included.

Work Environment

Work is generally performed within a home based office environment, with standard office equipment available. Extensive traveling throughout assigned region will be required including regular home visits. The incumbent is responsible to know and comply with all safety procedures. The following items have been determined as possible job exposures of this position requiring WVU EHS medical monitoring:

  1. Patient Contact- having contact with a patient, or with potentially contaminated items including (but not limited to) blood and/or body fluids.


Requisite Qualifications

Education and/or Experience

  1. Bachelor’s degree in public health, human services, or related field;


  1. 5 – 7 years of experience in social and/or human service-related work;


  1. Equivalent combination of education and experience.

Certifications, Licenses, Registrations

  1. Valid driver’s license.
