  • Plans, organizes, directs, and accomplishes studies, analyses and evaluations of plans, programs, projects, policies, and procedures to develop the basis for institutionalizing security considerations throughout the lifecycle of Department of Defense (DOD) information systems.

  • Provides technical guidance to technical specialists and engineers in areas such as security engineering lifecycle, network communication, and systems development and documentation; exercises responsibility and control over a mixture of civilian and military information systems technical personnel; and performs Technical Task Monitor duties that include developing statements of work, acquisition packages, deliverable evaluations, and vendor performance.

  • Ensures DOD and DISA security policies, procedures, and practices are adhered to when providing solutions to all projects.

  • Conducts or leads testing of Commercial off the Shelf (COTS) and Government off the Shelf (GOTS) information assurance software. This includes developing evaluation plans, establishing evaluation and test criteria, developing test plans and tests, establishing test environments within IA/Net Operations (NetOps) test laboratory, and implementing test plans to ensure required application and security functions are tested for completeness and accuracy.

  • Configures hardware and software in support of IA/NetOps engineering projects and activities., and provides consultation and instruction on complex database and file accessing techniques, search strategies, database security procedures, and testing techniques.

  • Researches applicability of new technological developments in the field to solve continuing problems or meet future needs of the Defense Information Infrastructure, and keeps abreast of new and emerging technologies.

Selective Placement Factor:

  • Knowledge and skill in implementation, operation and management of security programs designed to anticipate, assess, and minimize system vulnerabilities as evidenced by education, training, and/or experience.

  • Ability to develop, implement, maintain, operate and enhance information systems security programs, policies, procedures, and tools.

  • Specific cyber security knowledge in two (or more) of the following areas required: cyber risk and strategic analysis; incident handling malware/vulnerability analysis; program management; distributed control systems security; cyber incident response; cyber exercise facilitation and management; cyber vulnerability detection and assessment; network and systems engineering; enterprise architecture; and, cyber-related infrastructure inter-dependency analysis.
