The Michael E. DeBakey VA Medical Center (MEDVAMC), Mental Health Care Line (MHCL) in Houston, TX, is seeking an outstanding Deputy Clinical Executive candidate. The mission of the MHCL is to provide exemplary and compassionate recovery-oriented mental health care to Veterans in interdisciplinary clinical programs that provide for infrastructure and advancement of training and research. MEDVAMC is a tertiary care facility committed to excellence in clinical care, teaching and research, and a major affiliate of Baylor College of Medicine (BCM) in Houston's Texas Medical Center. Nearly 5,000 employees provide high quality care and services to more than 100,000 Veteran patients annually, with over 30,000 receiving mental health services, including comprehensive inpatient and outpatient care with treatment, educational and research programs in medication and other somatic interventions, individual and group evidence-based psychotherapies, specialty programs in medication and other somatic interventions, individual and group-evidence based psychotherapies, specialty programs in substance use orders, trauma, geriatric psychiatry, vocational rehabilitation, psychosocial rehabilitation, and homelessness. The MEDVAMC MHCL supports research under the MEDVAMC Research & Development program and is the site for a Mental Illness Research, Education, and Clinical Center (MIRECC).

The incumbent, who reports directly to the MHCL Executive, has a high degree of medical and psychiatric expertise and possesses leadership, motivation, interpersonal skills, and dedication to effective mental health service delivery. The incumbent is broadly acquainted with clinical treatment modalities and administrative and clinical support systems. The primary purpose and responsibility of the MHCL Deputy Clinical Executive is to assist and support the MHCL Executive in the execution and implementation of the mission and vision of the MHCL and its organizational units, including the planning, development, administration, implementation, oversight, coordination, and advancement of MEDVAMC mental health programs. The incumbent provides direct supervision of program directors and, as a partner in the leadership team, provides oversight of mutually agreed upon programs and services, and services and technical counsel necessary to meet clinical, procedural, legal, and administrative requirements related to the care and treatment of both in and outpatients. As the situation warrants, the MHCL Deputy Clinical Executive has a critical role in the medical oversight of patient care and disposition, and medical resource allocations across the facility or with the academic affiliates. In addition, the incumbent assists in coordinating clinical and support program development with other Service and Care Lines and serves as a change agent, promoting change to facilitate top quality, cost-effective, and patient-centered mental health care. The incumbent is responsible for responding to the needs of the Medical Center management and facilitating the needs of the MEDVAMC staff and its mission.

The incumbent's duties also include: establish guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system; observe employee performance; resolve informal complaints and grievances; develop work improvement plans; recommend personnel actions as necessary; provide advice and counsel to workers related to work and administrative matters; effect disciplinary measures as appropriate to the authority delegated in this areas; review and approve or disapprove leave requests; assure that subordinates are trained and fully comply with the provisions of safety regulations; adjust staffing levels or work procedures within the care line to accommodate resource allocation decisions made at higher echelons; justify the purchase of new equipment; improves work methods and procedures used to produce work product; oversee the development of technical data, estimates, statistics, suggestions, and other information useful to higher-level managers in determining goals and objectives, and other management strategies.

The incumbent also acts in the absence of the MHCL Executive and serves on the management team of the MHCL. The incumbent's effectiveness is demonstrated by leadership among his/or her peers, excellent interpersonal skills, leadership participation within the VISN and/or Department of Veterans Affairs at large, through innovative proposals designed to enhance the overall quality of the MHCL.

Work Schedule: Monday – Friday, 8:00 a.m. – 4:30 p.m. (may be required to work weekends, evenings or other irregular tours of duty).

Master's degree in mental health counseling, or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to, Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling; and Marriage and Family Therapy. A doctoral degree in mental health counseling may not be substituted for the master's degree in mental health counseling

Must hold a full, current, and unrestricted license to independently practice mental health counseling, which includes diagnosis and treatment.

GS-13: In addition to the basic requirements, candidates must have at least 1 year of progressively complex experience equivalent to the next lower grade level (GS-12). The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.

Candidates at the GS-13 level must demonstrate the following KSAs:

  • Ability to make judgments and decisions associated with program management
  • Ability to monitor program outcomes using data driven quality assurance process
  • Ability to develop productivity standards appropriate to each service provided
  • Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs.
