Serves as the key IT advisor and point of contact for all levels within the Clinical Data Management group to oversee day to day support activities as well as engage in tactical and strategic planning for the clinical systems they use.
Serve as the IT lead to initiate and facilitate discussions with Clinical Data Management users (and other internal/external groups as needed) to analyze, advise, plan and execute projects and initiatives to meet business needs.
Main Areas of Responsibilities
Partner with the Clinical Data Management group, other business groups and IT teams to lead or participate in business process design/redesign. Provide input and facilitate discussion of the direction and evolution of the technology landscape for data management.
Work closely with IT Services groups and third party vendors to ensure that technology platforms are adequately supported and solutions are implemented effectively to meet business needs and are aligned within the IT landscape
Carries out managerial responsibilities in accordance with the organization’s policies, procedures, and state, federal and local laws.
Manages the communications and functional working relationships between Information Technology and other departments within the organization.
Evaluates the effectiveness and stability of existing data processing applications, and develops project plans to assure functionality and compliance to standards.
Implements policies and procedures for all areas of Information Technology to assure data accuracy, security, and legal and regulatory compliance; assures compliance with Company Standard Operating Procedures (SOPs).
Designs, develops, and implements standard technical methodology for security, backup and recovery across the entire platform.
Designs, develops, and implements standard desktop cloning and rollout plans.
Develops corporate-wide proactive methodology for managing performance on the IT
Infrastructure and components, including management of downtime and maintenance.
Coordinates and writes program and system documentation, user training manuals and training courses; assures change control, documentation and validation standards are maintained; coordinates training programs as needed.
Assures the overall integrity of the development, support and functionality of the work group’s products and services.
Develops and manages timeliness and quality standards for all aspects of the data processing operation.
Monitors, directs, coordinates and prioritizes the activities of assigned staff.
Provides support, direction and coaching to subordinates in the areas of training, disciplinary action, problem resolution, and work assignment delegation
Prepares reports for management on information systems plans, projects, performance and related matters.
Assures compliance with all company policies and procedures, including safety rules and regulations.
Performs related duties as assigned.
Strong experience and expertise in the maintenance and administration of Clinical Data Management systems such as EDC systems, medical coding applications, data analytic tools etc, and business processes and how they fit into the overall drug development process.
Proven experience in leading and running multiple projects for clinical systems using formal methodologies such as SDLC, including familiarity with project management tools and techniques.
Familiarity with change management including business processdesign/redesign,solution design, development, implementation and data integration of clinical systems.
Excellent communication skills to ensure decisions, priorities and relevant project information is shared across appropriate levels of staff regarding service requests, projects and initiatives
Experience with managing and supervising staff and third party vendor resources to ensure high standards of work quality and productivity in accordance with current company policies, procedures and regulations
Understanding of compliance and regulatory standards e.g. ICH, PhRMA, and CFR guidelines as well as all Allergan policies, and procedures
Experience with business and scientific computer systems and software applications, including MSProject, including Help Desk systems and controls
Proven ability to respond immediately to support business and IT departmental requests, complaints and conflict situations as they arise by working within and across IT functions as needed and partnering with vendors where appropriate.
Analyzing and troubleshooting problems; identifying solutions; and recommending andimplementing methods, procedures and techniques for resolution.
Directing, supervising, coordinating and delegating assignments, and reviewing the work of assigned department personnel.
Administering personnel policies, practices and procedures; and assuring confidentialityof proprietary, financial and personnel information.
Leadership, supervision, team building, and training practices and methods.
Communicating clearly and concisely, both orally and in writing.
Establishing and maintaining effective working relationships, motivating peers and staff.
PMP certification, Master’s Degree,Multiple IT technicalcertifications preferred.
Bachelor's Degree in Computer Science or related field from anaccredited college or university, and five (5) – seven (7) years Information Technologyexperience; or an equivalent combination of education and experience.
