Responsibilities

This position serves as the FFSC Counseling and Advocacy program supervisor. The incumbent provides leadership, direction, supervision, guidance, consultation, assistance, and coordination for all aspects of the Counseling and Advocacy Program (CAP). Performs a full range of duties, responsibilities and tasking associated with maintaining a high quality, proactive, supportive program of clinical services to Navy Families and the Navy. Provides a variety of Counseling and Advocacy services including clinical counseling, family violence assessment and treatment (Family Advocacy Program—FAP), victim advocacy, new parent services, and critical incident intervention.

JOB REQUIREMENTS

Comprehensive, current professional knowledge and practice skills in clinical counseling services, child/spouse abuse services, and management functions. Professional knowledge and expertise in concepts, principles and practices of Sociology, Psychology, or Social Work Management.

In depth knowledge of state, local, federal, family, and human resource service agencies and of the legal aspects of family relationships, laws protecting children, as well as the professional ethics of marriage, family individual and child counseling, and the legal implications and responsibilities in the provision of such services.

Knowledge of professional assessment and diagnosis of the individual and the family.

Extensive knowledge of Navy life and related situations which create crisis problems.

Knowledge of the principles and practices of social work or psychology.

Extensive knowledge of the Navy’s Family Advocacy program (FAP).

Knowledge of current Diagnostic & statistical Manual of Mental Disorders (DSM) diagnosis and Diagnostic Procedures.

Ability to recognize and define family and individual problems.

Ability to assess problems of a highly complex nature in order to develop practical and workable solutions.

Must be able to communicate clearly and effectively both verbally and in writing in English

Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.

Qualifications

Supervises clinical counselors, case managers, domestic abuse victim advocates, home visitors, and administrative staff assigned to CAP unit. Provides direct supervision/consultation and/or clinical oversight of clinical services including assessment and diagnosis, treatment planning, short-term solution focused counseling (individual, martial, group, and family), critical incident intervention requiring psychological first aid, and coordination of civilian and military social services. Coordinates the preparation of all required clinical and FAP reports and instructions. Analyzes, evaluates, and utilizes the data supplied by formal and informal needs assessments and surveys in order to eliminate programs no longer needed and to improve family service programs. Interview clients for the purpose of providing assessment for planning of services required for a particular case. Provides counseling to eligible individuals. Trains command and community partners on available services and reporting requirements. Monitors the Sexual Assault Prevention and Response Program (SAPR) for needed clinical services and sits in the Sexual Assault Case management meeting.

Education

EDUCATION

A master’s degree in social work from a school accredited by the Council of Social Work Education

OR

A master’s degree in Marriage & Family Therapy from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education.

OR

A doctoral degree in Psychology from a program accredited by the American Psychological Association.

APPLICANT MUST HAVE ALL OF THE FOLLOWING:

A current state license or state certification that provides legal authority to provide clinical services as an independent practitioner.

A minimum of two years full-time, post-masters supervised clinical experience.

A minimum of two years of full-time, post-licensure clinical experience in a clinical setting.

A minimum of one-year post-masters clinical experience in the assessment and treatment of child abuse/neglect and spousal abuse.
