Tesoro Port Captain - Los Angeles/Long Beach in Long Beach, California

Reporting to the Southern California Marine Superintendent, the Port Captain supports Tesoro's commercial marine organization to optimize vessel operations and is responsible for the safe operation and efficient loading and discharge of marine vessels.
The Port Captain manages the interface between tankers / barges and docks / terminals, consistent with expectations of the U.S. Coast Guard, California State Lands, the California Office of Spill Prevention and
Response and Tesoro Maritime and is a key member of the Marine Crisis Management Team.
This position has responsibility for managing the relationship with all vessels at berths associated with Tesoro's marine operations, reviewing tankers and barges for use in the Tesoro system, and providing marine technical support and advice to the Tesoro Los Angeles refineries and marine terminals involving marine safety, mooring requirements and transfer procedures.
Manage the operational interface with tankers and barges.
Review tankers and barges in advance of arrival at Tesoro marine facilities and coordinate vessel pre-arrival documentation.
Coordinate with the refinery and terminals to optimize tanker and barge operations, ensure safety and environmental protection, control costs and minimize demurrage.
Promote safety awareness and be a safety role model.
Manage and support lightering operations in the Tesoro system and manage contractors on site.
Maintain constructive working relationships with the U.S. Coast Guard, state/local regulatory agencies and maritime industry peers and colleagues.
Represent Tesoro in marine industry forums.
Support demurrage and loss control specialists with research and resolution of claims and issues.
Available to travel on short notice to support Tesoro marine operations.
Available 24/7/365 when necessary to support Tesoro Marine Operations.
Chief Mate or First Assistant Engineer License Unlimited.
Minimum 5 years (actual accumulated time on board) seafaring experience aboard tankers.
Exceptional communications and leadership skills, with a demonstrated ability to think strategically and bring consensus from competing viewpoints.
Ability to speak with conviction, and aggressively contribute to discussion when taking a position.
Bachelor's degree in a Maritime or other relevant discipline.
Dangerous Cargo Endorsement for oil tankers with STCW 95 compliant proof of satisfactory training.
