Corrections Specialist 2 (ReFORM Case Manager) Strength in Families Program / ReFORM Grant - Reentry Division *Cowlitz County SW Region*

DOC has funding for several long-term Project positions through the federal Responsible Fatherhood Opportunities for Reentry and Mobility (ReFORM) grant. This is a five-year competitive grant through the Administration of Children and Families under the US Department of Health and Human Services that ends in September 2020. The intent of the grant is to support community-centered, skill-based pre- and post-release services and case management for fathers transitioning from incarceration to their communities. The primary purposes of the grant are to strengthen positive father-child engagement, support healthy partner relationships, enhance employment opportunities and improve opportunities for economic mobility. Agencies funded by this grant must provide case management that is appropriately tailored to the characteristics of fathers transitioning from incarceration and their families. As a grant recipients, DOC is expected to develop partnerships with other organizations to support successful reentry.
The positions funded by the grant, including an Intake and Case Management Supervisor, Case Managers, Family Services Instructors and Employment and Education Navigators, will work as a multidisciplinary team to support eligible Strength in Families program participants (and their families) who are transitioning from DOC facilities in southwest Washington into Thurston, Lewis, Cowlitz and Clark Counties. Engagement of participants will begin six to nine months prior to release and will continue for six to nine months following release. Program participation is voluntary and none of the positions funded by the grant will have community supervisory or arrest authority.
- The official duty station for this positions will be the Longview Work Release in Kelso.

The Strength in Families Case Manager is a newly established position associated with the Responsible Fatherhood Opportunities for Reentry and Mobility (ReFORM) grant. This position assists participants whom are transitioning from designated prison facilities to previously targeted counties in Southwest Washington. The Strength in Families Case Manager provides oversight and coordination of resources and is the primary point of contact to support cross-agency release planning and critical transition services for program participants pre and post release. The position is responsible to prove strength-based and family focused case management, including the identification of community resources and interventions that meet the needs of participants and their children.
The Strength in Families Case Manager provides linkages to support reentry needs that may include; mental and physical health, chemical dependency, employment/education training, housing, entitlements, funding, transportation, parenting, child advocacy, and other needs related to healthy family dynamics. This position is critical in supporting successful reentry into the community, strengthening family bonds and relationships, and reducing the risk of intergenerational incarceration. The objective of the position, thereby, is to reduce the likelihood of participant recidivism, increase public safety and promote healthy families.
Specific job duties will include, but are not limited to:
- Coordinate, manage, assess and implement strength-based case management services to Strength in Families program participants and their children pre- and post-prison release at the assigned prisons and community locations.
- Build partnerships with and ensure continuous engagement of a wide range of systems-based and community-based agencies in an effort to leverage all available resources that support sustainable healthy families.
- Participate in workgroups, coalitions, community gatherings, or other types of meetings relevant to comprehensive reentry services, including the promotion of responsible parenting, healthy interpersonal relationships and employment mobility.
- Participate in training and professional development opportunities as required by the Agency, the Strength in Families program, and as directed by supervisor or Strength in Families Program Manager.
- Facilitate multi-disciplinary transition teams to support successful, sustainable reentry for Strength in Families program participants.
- Conduct home visits to assess child and family wellbeing and safety, observe participants' application of parenting skills, and provide coaching and mentoring related to skill development that strengthens families.
- Be aware of and appropriately respond to signs of child abuse or neglect and domestic violence.
- Maintain comprehensive, current program participant records.
- Other duties as assigned that directly support grant activities and promote the sustainability of the grant program. Qualifications
Bachelor's degree from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA), or a foreign equivalent in the field of social work, psychology, criminal justice, or a closely related field. AND
Two (2) years professional strength-based case management experience working with children, adults, and families. AND
Two (2) years of inter-agency stakeholder collaborative experience involving children and families, to include working with a range of system and community based resources available to support the diverse spectrum of family needs. **Note: These experiences may be gained concurrently, and a Master's Degree in social work, counseling, or a related field may substitute for two (2) years of collaborative experience, and one (1) year of case management experience.
Knowledge of, or experience with, prison and community corrections-based standards and rules;
- Possession of good interpersonal skills;
- Ability to work without direct supervision; and
Knowledge of domestic violence, child abuse, and neglect, including prevention, identification, and appropriate responses. Preferred/Desired:
Ability to work both independently and in close collaboration with system-based and community-based stakeholders.
- Ability to communicate clearly and concisely, both orally and in writing with program participants, staff at all levels within the Agency and with broad range of external stakeholders.
- Strong time management and organizational skills, including the ability to effectively coordinate, multi-task and problem solve.
- Awareness and sensitivity to the unique strengths and needs of justice involved individuals and their children.
- Experience providing trauma-informed services.
- Ability to build strong rapport with clients and use effective engagement strategies to maintain open communication to collaboratively problem solve and to prioritize action steps. Supplemental Information
