This position directs the VANCHCS Quality Management Program at all Northern California locations which includes the Sacramento VA Medical Center, Martinez Center for Rehab and Extended Care, and outpatient clinics located at Oakland, Martinez, Mare Island, Fairfield, Sacramento, McClellan, Redding, Chico, Yuba City and Yreka. Responsible for the multiple and complex activities in quality management, including but not limited to: system redesign; utilization management; continuous quality improvement; patient safety; incident reporting; credentialing and privileging; infection control; risk management, external peer reviews program (EDRP); internal investigations; maintaining readiness with The Joint Commission (TJC) accreditation process; coordination of administrative and clinical reviews; and internal and external review monitoring. The incumbent is a member of the management team providing high level input to top management and service chiefs related to requirements and standards for VA national, VISN and local Performance Measures, as well as all applicable accreditation agencies which review facilities. Incumbent is a key contributor in the decision making process and overall planning of the healthcare system operations. Performs quality management activities, performance improvement activities and system redesign in support of system improvements that ultimately are designed to improve quality of care and services provided including customer service activities or other business procedures used by VANCHCS..

The incumbent of this position will direct the VA Northern California Healthcare System (VA NCHCS) Quality Management program at all Northern California locations that include Sacramento Medical Center, Martinez Center for Rehabilitation and Extended Care, and outpatient clinics located at Oakland, Martinez, Mare Island, Fairfield, Sacramento, McClellan, Redding, Chico, Yuba City and Yreka.
Responsible for the multiple and complex activities in quality management including, but not limited to, utilization management; continuous quality improvement; patient safety; incident reporting; credentialing and privileging; infection control; risk management, external peer reviews program (EPRP); internal investigations; Joint Commission on Accreditation of Healthcare Organizations (JCAHO) accreditation process; coordination of administrative and clinical reviews; and internal and external review monitoring.

Performs a variety of duties to carry out, administer or advise on work concerned with assuring the quality of work transactions, business procedures and delivery of services needed to carry out federal government programs and functions.
Develops plans and programs for achieving and maintaining total quality transaction processing and customer service throughout the business cycle.

- Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.
- The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6)
- Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates:
- Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience;* OR*a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience.
*Reference: * VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Examples include: heavy lifting of 45 pounds and over, heavy carrying of 45 pounds and over, straight pulling, pushing, reaching above shoulder, use of fingers, both hands required, walking, standing, kneeling, repeated bending, ability for rapid mental and muscular coordination simultaneously, near vision correctable at 13 to 16 to Jaeger 1-4, far vision correctable in one eye to 20/20 and to 20/40 in the other.
