Robert Half Finance & Accounting Controller in Midland, Texas
Responsible for fund accounting, grant accounting, capital project accounting, financial reconciliation, accounts payable, payroll transactions as related to financial reporting. Assist the Director of Finance in planning, directing, controlling and coordinating financial operations involving budget limitations; assume all responsibilities of Finance Director in his absence including supervision of Treasury & Customer Service BUDGETARY RESPONSIBILITIES: Maintains an understanding of the annual operating budget and annual Capital Improvement Program. ESSENTIAL JOB DUTIES:
Functional supervision of the Accounting Division o General Ledger o Accounts Payable o Fixed Assets o Grants Project
Monitor, maintain and refine internal financial controls
Oversees and coordinates the financial reporting efforts
Monitor Generally Accepted Accounting Principles (GAAP) for changes and coordinate implementation of changes into accounting policies and procedures in accordance with GAAP and GASB, and any applicable accounting standards or regulations applicable to government operations
Assist Director of Finance with reporting, forecasting, capital needs and financing issues, and training
In-depth knowledge of municipal accounting and budgetary principles, practices, operations and procedures
Responsible for performing complex accounting assignments
Prepare, submit, and review a variety of reports
Assist in calculating, adjusting, preparing, and posting journal entries
Performs other duties as assigned by the Director of Finance

Requirements: Ability to establish and maintain effective relationships and communication with management, other Departments, coworkers and subordinates. Consult with external advisors, service providers and other governmental agencies as needed. In-depth knowledge of principles and practices of governmental finance, administration, accounting, budgeting, and forecasting for a municipal government. Knowledge of pertinent Federal, State and local laws and regulations. Excellent analytical and problem solving skills. Excellent oral and written communication skills. CPA required, Bachelor Degree with emphasis in Accounting or Finance with six to eight years progressively responsible professional accounting experience (minimum of four years governmental) with at least four years of supervisory experience. Master Degree and/or Certified Governmental Finance Officer designation is a plus.
