The Inpatient Mental Health Nurse Manager executes a responsibility to demonstrate leadership, experience, and creative approaches to manage Mental Health Inpatients. The incumbent directly supervises all nursing personnel on the Mental Health Inpatient Unit. He/she is accountable for writing and adhering to established policies, standards of care and standards of practice. The Nurse Manager holds the responsibility for implementing the Vision, Mission and Values. The incumbent provides leadership in day-to-day operations and input into the strategic planning process for the attainment of organizational goals.

The Inpatient Mental Health Nurse Manager (Nurse II or Nurse III) is responsible for documented outcomes at the program or service level and demonstrates

(a) Leading and organizing delivery of care to assure continuity of care and peer accountability for practice, including access to care and discharge planning;

(b) Using advanced clinical knowledge/judgment to promote staff involvement in planning, decision making and outcomes,

(c) Functioning as an expert in clinical practice,

(d) Systematically evaluating current practice, and formulating outcomes for groups of patients and/or organizational processes within an area of expertise,

(e) Guiding, developing, and supporting staff from a leadership perspective, and

(f) Using professional standards of care, scientific evidence, and practice to evaluate programs and/or service activities.

Basic Requirements:

U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Education: Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6).

Licensure: Current, full, active, and unrestricted licensure as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.


Nurse II:BSN with 2-3 years of experience (OR) Associate Degree or Diploma in Nursing and bachelors degree in a related field with 2-3 years of experience (OR) Master's degree in nursing or related field with BSN or bachelor's degree in a related field with approximately 1-2 years of experience [If MSN obtained in a Bridge program no BSN required] OR Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in related field.

Nurse III:Master's degree in nursing or related field with BSN or bachelor's degree in a related field with 2-3 years of experience [If MSN obtained in a Bridge Program, no BSN required] (OR) Doctoral degree in nursing or related field with 2-3 years of experience

GRADE DETERMINATIONS: Experience as an RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension or practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel


Waiver of NLNAC or CCNE Accreditation Requirement. The approving official may authorize a waiver of the requirement for NLNAC or CCNE Accreditation of any degree in nursing provided the college or university has regional accreditation (or was State approved) at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. Waivers at the doctoral level are not required; however, the program must be regionally accredited at the time of the candidate's graduation.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
