The Health Care Authority (HCA) is Washington's largest health care purchaser, responsible for providing comprehensive health coverage to more than 2 million residents through the Public Employees Benefits and Medicaid programs. The agency provides health purchasing leadership, benefiting both public and private sectors with a focus on moving the health delivery system away from volume toward higher value and better outcomes.
The Olympia office is located in downtown Olympia, within walking distance of shops, restaurants, bus lines, and less than one mile from the freeway.
Position Objective: The Health Care Authority is statutorily directed to study all state-purchased health care, alternative health care delivery systems and strategies for the procurement of health services and to coordinate state agency efforts to develop and
- implement uniform policies across state purchased health care programs. The Health Care Authority's Policy, Planning and Performance Division serves as the focal point for coordinating the agency's strategy and health policy efforts. The division is structured to provide expert direction, consultation and support for these activities.
The Senior Health Policy Analyst (SHPA) contributes to a broad range of health care policy development activities related to the transformation of the health and health care system. In addition to policy consultation for the agency on a breadth of topics, this position directly supports the following Healthier Washington strategies:
- Building healthier communities through a collaborative regional approach
- Integrating how we meet physical and behavioral health needs so that health care focuses on the whole person
- Improving how we pay for services by rewarding quality over quantity. This position manages and directs the development of statewide health care initiatives and strategies to support an alternative and flexible workforce, with a matrix to the agency's Clinical Quality and Care Transformation division. This position also provides consultative expertise regarding specific Healthier Washington programs and investments related to the strategies identified above.
This position will perform the following work: Design, develop, implement and evaluate policies and strategies related to agency policy objectives, including specific areas of expertise.
- Research and develop new strategies, and manage the development and implementation of statewide health care initiatives and policy directives.
- Coordinate with other leads and SMEs from the agency and division to ensure communication and efforts are aligned.
- Research health care trends, reform, innovative models, and connect with counterparts in other state on these items in order to find evidence-based policy and lessons learned for the development of Washington health policy.
- Anticipate, frame and pose questions for critical policy analysis and evaluate results in order to determine validity.
- Participate in and support agency efforts, including regional or state meetings, webinars or conference calls.
- Provide ad hoc webinars, presentations, technical assistance, and guidance to inform and highlight the implementation of agency efforts
- Communicate and coordinate with key stakeholders, including advocacy groups, consumer groups, health plans, legislators or legislative staff, other states, national partners, etc.
- Synthesize feedback and provide recommendations or develop strategies to address identified issues, concerns or opportunities.
- Participate in, coordinate and/or lead workgroups and project management activities to support the development, implementation, evaluation arid improvement of agency strategies, including improved coordination across agency partners and teams.
Required Qualifications: A Master's degree from an accredited college with a major study in health care, public policy, public health, public administration, business administration, social work or closely related field and three years of supervisory, research or consultative experience in health services, health insurance, health care or public policy, social service, Medicaid or social security disability programs.
Two additional years of qualifying experience will substitute for the required Master's degree provided a Bachelor's degree from an accredited college has been achieved. Each additional year of qualifying experience will substitute for year of academic credit.
Preferred/Desired Qualifications: Experience with:
- Intra and interagency coordination.
- Public or private health care delivery systems.
- Stakeholder identification/management and community engagement.
- State and Federal Laws and regulations related to health care policy and purchasing, including Medicare and Medicaid.
- Management of budgets and external consulting resources.
- State budget and legislative processes. Knowledge of:
- Healthier Washington strategies and investments.
- State policies and regulations related to health care programs and health improvement initiatives.
- Principles and practices of program planning and evaluation.
- Current trends and economic problems relating to health and health care costs, including state and national health care reform.
- Health organizations and associations at all levels.
- Federal grant process and requirements Ability to:
- Embrace ambiguity and innovation, responding with initiative, creativity and agility.
- Support a team-oriented approach that relies on the success and coordination of multiple teams over the success of one or more individual's contributions.
- Think at a systems level, including an understanding of how different programs, agencies and investments can best work toward a common goal.
- Collaborate with program staff, leadership, and other partners with a high level of political awareness and emotional intelligence.
- Analyze and resolve complex problems related to health care programs.
- Create and propose policy and other solutions in the absence of established protocols, models, or processes.
- Communicate clearly and effectively both orally and in written form.
- Evaluate systems and provide qualitative and quantitative analysis.
