Job Title: Buyer/Planner Supervisor

Basic Function:

The Buyer/Planner Supervisor will procure component parts to fulfill customer requirements according to the standard procurement and inventory management processes. The Buyer/Planner Supervisor will follow business rules that govern lot sizes, lead times, and other parameters of orders. The Buyer/Planner Supervisor will develop and manage respective direct reports, and create & track performance metrics for the Buyer/Planner team. The Buyer/Planner Supervisor will also take responsive action to customer changes in specifications, order quantity, delivery dates and negotiate pricing. Provide the strategy and vision for the Procurement Team. Play a key role in the continuous improvement of PCI's processes and information.

SPECIFIC DUTIES, ACTIVITIES, AND RESPONSIBILITIES:

  • Supervises a staff of Associate Buyer/Planner(s) and Buyer/Planners as well as oversees the career, training and leadership development of the team.
  • Understand purchasing authorization from the master service agreements for assigned customers.
  • Purchase component parts so as to fulfill customer Binding Forecasts and/or P.O.s for Packaged Product.
  • Analyze inventory on hand, ensure accurate scrap rates, and set up data to ensure correct quantities are being ordered.
  • Purchase components at prices at or below Estimate sheet for each Product.
  • Obtain and negotiate pricing with vendors.
  • Obtain approval for P.O.s in accordance with approval authorization levels prior to placement with supplier.
  • Ensure on-time delivery of component parts and communicate any issues with on-time delivery.
  • Expedite overdue component purchase orders with vendors to support production and facilities activity.
  • Expedite component purchase orders with vendors that are required to fulfill customer orders having less than standard lead time. Communicate cost impact to Business Units to pass on to customers.
  • Facilitate IQA to ensure timely release of components.
  • Re-plan and reschedule component open orders in reaction to customer changes to quantity or ship date of their orders.
  • Work with the customer to ensure correct components are ordered as a result of artwork changes; verify pricing to quote and re-price if necessary; communicate price variances with management. Ensure artwork proofs are relayed from customer to vendor.
  • Coordinate with the Business Units to document any quantity, specification and due date changes for any customer purchase orders.
  • Coordinate with the Business Units vendor specification changes.
  • Identify obsolete and expired component parts inventory by SKU for each customer and by what customer authorization they were purchased against.
  • Responsible for communicating obsolete & expired materials to the Business Unit. Track and maintain vendor performance management including SCARS and disposition of materials and credit recovery.
  • Take direction and guidance from the Supply Chain Management team and participate in corporate initiatives.
  • Participate in customer meetings, as needed.
  • Includes understanding the special needs and requirements specific to each assigned customer as well as the packaging industry, in general.
  • Participate in cross-functional initiatives to reduce costs and inventory and to improve service levels for both internal and external customers.
  • Assist in the maintenance of the item master file for components with up-to-date data including lead times, contacts, minimum order quantities, etc.
  • Travel in conjunction with our Quality Auditors to ensure vendor compliance.
  • Other duties as assigned by manager.

III. POSITION REQUIREMENTS:

Education or Equivalent:

  • Bachelor's degree (B. A.) in related field required and/or equivalent work experience.

Experience:

  • 7+ years' procurement experience with a minimum of 5 years of experience working in an MRP environment.

  • Knowledge and experience in a cGMP environment.

  • APICS Certification required.

Language Skills:

  • Ability to read; analyze, and interpret common financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to management, customers, and vendors.

Mathematical Skills:

  • Ability to work with mathematical concepts such as probability and statistical inference Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability:

  • Ability to define problems; collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Computer Skills:

  • To perform this job successfully, an individual should have knowledge of JD Edwards Manufacturing software; MS Project Management; Excel, Word Power Point and Visio or similar software.
