Note: In-state travel is required. Requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) Employees may be required to use their own transportation as well as maintain valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
The Manager of the Business Services Section is a member of the Employer Engagement Administration (EEA) leadership team. Leadership in developing the strategic mission, vision, and direction of the Business Service Section. Mentor a section of business professionals focused on employer outreach and engagement. Lead a team to: develop, design, monitor and maintain an effective employer relations program promoted to the employer community; work with Arizona employers to identify current and emerging workforce needs and develop; share those needs with workforce services partners; develop and implement marketing strategies to enhance employer use of the departments Labor Exchange (LE) Employment Service’s system; deliver professional presentations to employers, various community groups, economic and workforce development partners; coordinate employer hiring events and recruitment efforts with workforce partners.
Provide technical consultative services to the business community, workforce development program partners, agency staff and/or community organizations in the area of assignment.
Research and interpret state and federal regulations governing programs, explain statutory requirements affecting employers, hiring incentive programs such as Work Opportunity Tax Credit (WOTC), and furnish labor market information affecting the supply and/or demand for labor in the community.
Represent the Administration at business meetings, Chamber of Commerce events, workforce Board meetings and Human Resource Association. Communicate and coordinate with internal and external workforce partners, field staff and management, prepare a variety of reports that contribute to the Unit Scorecard, perform special projects and other duties as assigned to market workforce programs. Travel as required.
KNOWLEDGE OF: of Federal and State Unemployment and Employment Service laws, regulations, policies and procedures to include the U.S. Department of Labor, Employment Administration and the Department of Administration. Working knowledge of social, cultural and economic conditions of the area(s) served and specialized program knowledge in relation to employment and training. Knowledge of the employer community and its personnel needs, special needs to minority groups and disadvantaged persons. Knowledge of Employment Service automated internet based systems. Knowledge of ADOA and DES personnel rules, training techniques, department, division and program policies and procedures.
Must have good oral, written and interpersonal communication skills; must have analytical and problem solving skills; human relations skills, negotiating skills; decision-making skills; time management skills and leadership skills, must be adaptable and flexible; must have good math and computation skills, must have good listening skills and organizational skills.
*SKILL IN: *The Manager must have an understanding of effective employer relations within the local communities, Must be able to establish a rapport with a variety of employers and or community partners by utilizing interpersonal skills. Must have excellent leadership, time-management; planning, teamwork, and organizational skills; be able to multi-task; effective interviewing, speaking, writing and communication skills; and public speaking skills.
*ABILITY TO: *to stay on task and to complete long term projects; think strategically and apply abstract principles and goals; manage projects effectively with attention to detail; facilitate and lead meetings. Ability to use efficient personal time management and the ability to make independent decisions.
SPECIAL SELECTION FACTOR:Must have a High School diploma or General Equivalency Diploma (G.E.D.).

SELECTIVE PREFERENCES:Five (5) years of sales or employer relations experience.
