Job Description

SOSInternational LLC (SOSi) is seeking a highly qualified Project Managerto manage and execute a US Air Forces Europe (USAFE) Advisory andAssistance Services III (A&AS III) program task order at RamsteinAir Base in Germany. The Project Manager is responsible for integrationactivities and project management. The 86th Communications Squadron hasestablished processes, procedures, standards, and policies for workexecution. The PM may provide input for revision of existingrequirements or the definition/selection of new processes, procedures,and standards. The PM will provide support to an on-going communicationseffort for the European Infrastructure Consolidation (EIC) and FederalData Center Consolidation Initiative (FDCCI) plans, policy, projectmanagement, and engineering support. The primary place of performance is the Program Management Branch located at Ramstein Air Base, Germany.

Essential Job Duties

  • Analyze EIC & FDCCI communications/IT requirements to determine validity, accuracy, or feasibility for implementation at Ramstein Air Base. Resolve discrepancies with appropriate agencies in order to meet objectives

  • Research and document proposed EIC& FDCCI infrastructure and system topologies including architecture, system connectivity and interoperability

  • Recommend standards, procedures, and enhancements for implementation and maintenance of 86 CS EIC & FDCCI technologies
  • Review and coordinate the technical content of proposals presented by contractors, Air Force or DoD engineers for the construction or renovation of facilities, technical quality of equipment to be installed, installation of equipment, and maintenance of equipment. Function as an expert on equipment specifications, capabilities and operation procedures, providing guidance for selection and acquisition of C4I equipment and infrastructure
  • Author assigned segments of EIC and FDCCI planning and transition documents using applicable directives such as AFI 32-1023 and AFI 33-401, and also industry best practices such as Information Technology (IT) Service Management (ITSM) processes within the Information Technology Infrastructure Library (ITIL v3) framework following DoD and Air Force policy and guidance
  • Develop project implementation plans in accordance with MPTO 00-33A-for all approved and funded strategic plans, and interface with appropriate staff and outside agencies to execute those plans
  • Provide estimates for planning, programming, and budgeting for infrastructure upgrades and/or equipment purchase requirements
  • Ensure communications systems architecture, configuration, and integration conformity by coordinating engineering data through the Cyberspace Systems Integrator-Base Level
  • Manage implementation of communication systems projects in accordance with MPTO 00-33A-1001
  • Direct and lead all assigned planning meetings, video and teleconferences
  • Coordinate site surveys with internal and external agencies. Prepare site survey results and present briefings, as required
  • Coordinate the allocation and/or placement of resources, prepare/review equipment and facility specifications, monitor/resolve technical communication problems and/or conduct operational acceptance in accordance with AFI 32-1023, AFI 33-401, Air Force Engineering Technical Letter 02-12, and other applicable directives
  • Create, gather and report on metrics for EIC & FDCCI systems. Conduct weekly project meetings for all EIC & FDCCI projects. days of meeting
  • Demonstrate progress of all tasks by providing weekly updates in the work center’s Weekly Activity Report (WAR)

Minimum Requirements

  • Current Secret clearance required
  • At least four years’ experience in Data Center Architecture, technical writing (specifically of CONOPs documents), System Development Lifecycle (SDLC), and military communication planning per Air Force MPTO 00-33A-1001, Chapters 19 and 20
  • Current Project Management Professional (PMP) certification from the Project Management Institute (PMI)
  • Thorough understanding of military communication and information systems infrastructure and the ability to apply this knowledge in order to make recommendations and draft plans and policy documents
  • Demonstrated experience managing data center and network operations

Desired Qualities

  • BS/BA degree
  • Prior experience with the U.S. Air Force preferred

Work Environment

  • Working conditions are normal for an office environment
  • The standard work hours are 0730 – 1630, Monday through Friday for a normal work week of 40 hours; however, work on weekends and holidays in conjunction with temporary duty travel may be required
