This is an open continuous announcement. The initial cutoff date for referral is October 11, 2016. After this date additional referral lists will be created every 30 days up until the vacancy closes. This announcement covers multiple positions within the Center for Behavioral Health Statistics and Quality (CBHSQ) through March 13, 2017. **If necessary, additional cut-off dates will be established throughout the open period of the announcement depending on the hiring needs of the agency.
This position is located in the U.S. Department of Health and Human Services (HHS), Substance Abuse and Mental Health Services Administration (SAMHSA), within Center for Behavioral Health Statistics and Quality (CBHSQ) in Rockville, MD.

Identifies specific statistical research areas that merit investigation, develops new hypotheses and approaches for studies, and evaluates the feasibility of such endeavors.
Initiates, plans, execute, and controls statistical studies, which are designed for the purpose of identifying, analyzing, and reporting on behavioral health-related issues.
Advises management on the selection of an appropriate study design, on statistical analysis, and in interpretation of study results.
Prepares analyses of statistical reports for distribution to staff and for transmittal to managers
Serves as a technical expert with respect to all phases of statistical interpretation.
Provides technical advice to peers and senior managers within and outside of organization on statistical methods and techniques.
Prepares reviews of contract deliverables such as analysis plans, statistical models, and reports.
Advises on statistical aspects of surveys, such as the design and implementation of establishment surveys.
Prepares and plans sampling strategies, data editing specifications, quantitative data analysis, and statistical modeling.
Prepares an explanation of the methodologies, results, and relevance of issues and problems under study.
Presents results to the scientific community at professional meetings and conferences.
May serve as a project leader, assuming responsibility for the development of project planning, coordination of overall team efforts, and maintaining appropriate lines of communication.

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. (NOTE: Transcripts are required by the closing date of the announcement)
B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
In addition to meeting the Basic Requirements above, applicants must have the experience listed below.
To qualify for the GS-12: Must have one year of specialized experience equivalent to at least the GS-11 level of Federal service. Examples of specialized experience include: experience in statistical aspects of surveys, such as the design and implementation of establishment surveys, sampling strategies, editing, imputation, quantitative data analysis, and statistical modeling; experience reviewing contract deliverables such as analysis plans, statistical models, and reports.
To qualify for the GS-13: Must have one year of specialized experience equivalent to at least the GS-12 level of Federal service. Examples of specialized experience include: experience in statistical aspects of surveys, such as the design and implementation of establishment surveys and methodological studies to support them, sampling strategies, editing, imputation, quantitative data analysis, and statistical modeling; experience reviewing contract deliverables such as analysis plans, statistical models, and reports.
Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
