The Department of Veterans Affairs Northern California Health Care System (VANCHCS) is an integrated health care delivery system, offering a comprehensive array of medical, surgical, rehabilitative, mental health and extended care to Veterans in Northern California. The Deputy Chief of Staff (DCOS) is an active member of the Leadership Team for VA Northern California Health Care System (VANCHCS), and directly reports to the Chief of Staff. The DCOS collaborates with Executive Leadership in developing and implementing organizational goals for VANCHCS which includes 10 sites of operation; Sacramento Medical Center, McClellan, Martinez, Redding, Chico, Yuba City, Mare Island, Fairfield, Oakland, Yreka, and a future site at Alameda Pointe.

The DCOS will be an active participant in fulfilling the mission and strategic plan of VANCHCS. S/he will be expected to provide leadership and direction for all service chiefs, clinical care leaders and providers, and administrative support staff throughout VANCHCS. The DCOS is responsible for planning, developing, implementing, managing, and refining comprehensive health care operations. The DCOS will provide technical counsel, when necessary, to meet clinical, procedural, legal, and administrative requirements of the health care system. S/he will collaborate with clinical and administrative services in order to ensure quality and safety of patient care to support the clinical operations and meet regulatory guidelines.

The DCOS will provide leadership for patient-centered care, specifically Veteran-centered care, and other medical center initiatives. S/he will participate in various task groups, committees, and councils that address health care operations at the local, Veterans Integrated Service Networks (VISN), and national Veterans Health Administration (VHA) levels.

Specific Duties and Expectations Supervises and Mentors ACOS, Service Chiefs, or other clinical leaders in the following services; Audiology, Education (ACOS and DLO), Clinical Informatics, Social Work, Workplace Violence Prevention Coordinator, and the Administrative Officer for Chief of Staff Office.

Chairs or Co-chairs multiple committees and councils to assist in the completion of organizational goals and regulations including; Medical Executive Council, Access Committee, Consult Management Committee, Biennial Medical & Dental Council, Workforce Development Council.

Participate on other committees or councils including; Executive Management Board, Executive Quality Board, Academic Affiliations Committee, Management Budget Briefings, Position Management Board, Executive Space Committee, Director's Brown Bag, Network Leadership Forum, Performance Measures Meetings, Peer Review Committee, Organizational Steering Committee, and other committees as assigned by COS.

Provide executive review and concurrence on policy statements, suspense items, and issue briefs that make an impact at the local, VISN, and VHA level of the organization.

Robustly participate in the LEAN initiatives of the organization including; become eligible for Green Belt Certification, acting as Executive Sponsor, completing Gemba walks and Executive Walkabouts throughout all sites of care, supporting the Office of Organizational Improvement, and identifying areas for continuous improvement.

Maintain and serve in a clinical area with clinical time allocation as negotiated with the Chief of Staff. -Administrative component is expected to range from 60% to 80%.

May be required to serve as acting for other Clinical Service Chiefs.

May be eligible to maintain an academic appointment at the University of California, Davis School of Medicine.

In order to qualify for this position you must meet the following:


  1. Must be United States Citizen. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA policy.)

  2. English Language Proficiency - Must be proficient in spoken and written English

  3. Education - Degree of doctor of medicine or equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Secretary of Veterans Affairs for the year in which the course of study was complete.

  4. Licensure - Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the U.S. or in the District of Columbia.


  1. Must be Board Eligible/Board Certified Physician in any specialty recognized by the ABMS.

  2. Demonstrates significant and progressive leadership, mentorship, and management experience in a tertiary care environment.

  3. Demonstrates strong health care operations and planning experience.

  4. Demonstrates experience with LEAN, VA TAMMCS, and system redesign principles- preferably Green or Black Belt Certified.

  5. Ability to promote innovation, inspire organizational excellence, be able to build teams, coach clinical leaders, and engage the workforce.

  6. Demonstrates knowledge of VHA and other accrediting bodies' standards and regulations.

  7. Ability to provide and model strong ethical character and professional conduct.
