Washington State Employee Relations Generalist in Tumwater, Washington

The Opportunity: The Washington State Department of Transportation (WSDOT) Office of Human Resources & Safety is currently seeking an experienced human resources professional to fill a non-permanent senior employee relations consultant vacancy in the Olympic Region office. The top candidate selected for this Human Resource Consultant 4 position will serve as an assigned professional expert in multiple functional human resource areas, to include corrective/disciplinary action, classification, reasonable accommodations, reasonable suspicion, protected leave, and performance management for assigned customer groups. This position is charged with providing guidance and interpretation regarding a broad range of human resource topics, laws, and policies to appointing authorities, managers, supervisors and employees. The incumbent will provide sound guidance to mitigate risk to the agency, and will work with appropriate authorities to carry out personnel related actions.

The Washington State Department of Transportation (WSDOT) is the steward of a multimodal transportation system and responsible for ensuring that people and goods move safely and efficiently. In addition to building, maintaining, and operating the state highway system consisting of over 18,000 lane miles and 3,600 bridge structures, WSDOT is responsible for the largest ferry system in the nation; owns three Talgo train sets in the Amtrak Cascades fleet; and works in partnership with others to maintain and improve local roads, railroads and airports, as well as to support alternatives to driving, such as public transportation, bicycles and pedestrian programs. Additionally, WSDOT manages the world's widest tunneling project and the world's longest floating bridge. This position will perform the following work:

  • Advise and consult managers & employees during difficult and highly complex HR issues – including performance management, corrective/disciplinary action, grievances, and investigations.
  • Utilize technical knowledge of HR systems, rules, CBA's, WSDOT policy, L&I;, ADA, FMLA, etc. to provide range of solution options – including risks, impacts, and benefits.
  • Clearly communicate with multiple audiences and in multiple formats – from executives to new employees.
  • Review and analyze new and existing position descriptions in consultation with management and/or employee, to determine the appropriate job classification.
  • Serve as a first point of contact for any reasonable suspicion and/or potential violations of the Drug and Alcohol Free Workplace policy. Assist managers in identifying impaired workers and provide counsel on the next steps.
  • Supervise and provide senior consultation to lower level human resources professionals in the areas of FMLA/FLA, Shared Leave, benefits, appointment letters, and general customer communication.

An ideal candidate for this position will have:

  • Bachelor's degree with a focus on business, human resources, or related field and at least 3 years of experience in a broad-based human resource generalist role, or equivalent combination of education/experience.
  • Successful, progressive accomplishments in facilitating conflict resolution, corrective and disciplinary action, and organizational planning.
  • Substantive HR experience to be able to think fast and accurately make decisions based on HR best practices.
  • Advanced skills with MS Office Suite, including Word, Excel, SharePoint, and Outlook. Experience with HRIS (applicant tracking system, learning management system, performance management system, etc.)
  • Experience researching, interpreting and applying union contracts and employment laws (state and federal) accurately and consistently.
  • Experience mentoring/coaching professional level HR employees.
  • Strong communication skills both in the written and verbal form to prepare letters, reports, and deliver presentations.
  • Strong interpersonal skills to be able to work with managers and their employees on employee relations issues that are often sensitive and confidential in nature.
  • Competent research and analytical skills to be able to identify unique employment issues and solutions.

The following are desirable:

  • PHR/SPHR or equivalent certification.
  • Experience with HRIS in state government (NeoGov, HRMS, LMS).
  • Supervisory experience.
  • Experience as a generalist in the public sector, to include advising and interpreting civil service rules.
