This position is concurrently open under Announcement Number NC-1616-NAMA-17-10019648-ST for merit promotion eligibles.

Travel, transportation, and relocation expenses will be paid if the selectee lives outside of the local commuting area and is otherwise eligible for reimbursement of relocation expenses in accordance with the Federal Travel Regulation.

Duties

This position is responsible for administering a safety and occupational health program encompassing extensive park lands, multiple historic and iconic structures, concessions, visitor information centers, water retaining structures and treatment plants, maintenance shops, and a wide variety of public visitor attractions. The incumbent will develop goals, prepare safety policies, develop and conduct safety training, and ensure compliance with safety and fire standards. The incumbent will also conduct studies on the prevention and suppression of structural fire and elimination of pollution in water features, as well as ensure firework/pyrotechnics are in compliance with National Park Service policies and directives.

Qualifications

To meet the basic requirements for a Safety and Occupational Health Manager, GS-0018-12 position, you must possess one of the following:

Undergraduate and Graduate Education: Major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. -OR- Specialized experience related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position.

Examples of qualifying specialized experience include: Managing safety or occupational health program elements, Developing and recommending safety and occupational health policy to higher levels of management, Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements, Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards, Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses, Analyzing or evaluating new and existing job, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards, Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards, Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards, Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects, Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse -OR- Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination.

Minimum Qualifications In addition to the above basic requirements, you must also have at least one full year of specialized experience comparable in scope and responsibility equivalent to at least the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: prepares safety policies, procedures and guidelines; surveys structures, facilities and recreation areas for compliance with safety and fire standards; investigates mishaps and/or fatalities and prepares incident narratives; conducts studies on prevention and suppression of structural fire and elimination of pollution in water features; provides technical safety and health guidance to supervisors; promotes educational campaigns. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

To qualify based on education, you must submit a legible copy of transcripts from an accredited institutionwith your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the grade level(s) of this announcement.

  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

Physical Demands: The performance of inspections and investigations of mishaps requires frequent physical exertion such as frequent walking and hiking over rough, uneven, or rocky surfaces, crouching, climbing, stooping, crawling under buildings and in attics, etc. Occasionally is required to ride as a passenger in light fixed wing aircraft and/or helicopters, and to ride in or operate small watercraft. The use of personal protective equipment (hard hat, steel-toed boots, gloves, eye goggles, and respirators) is required due to exposure to hazardous occupational environments. The interpersonal relationships and conflicts involved with compliance and problem resolution can produce high job stress. Frequent travel away from the incumbent's office is required.

Work Environment: Incumbent is subject to exposure to operating machines and equipment, hazardous materials, high noise level, hazardous gases, fumes and dust, hazardous waste materials, and other occupational environments. Protective clothing and equipment is required. Incumbent also serves in a staff position in a heated/air conditioned office setting. However, field work often occurs in rough terrain and under varying weather conditions. Work may be underground, may have exposure to high electrical energy and/or heights. Emergency operations may also require working in nighttime operations, in adverse terrain and all climatic conditions
