This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare (CM), Medicare Plan Payment Group (MPPG) in Woodlawn, MD.

Working in the Center for Medicare (CM), Medicare Plan Payment Group (MPPG) you will serve as a Social Science Research Analyst in support of policy development and implementation. The incumbent will conduct routine operations and oversight for the Part C and D programs. As an analyst you will conduct policy analysis, develop operations processes and monitor program implementation based on the analysis of data and programs. Specifically you will:
Develop and coordinate analyses of program policy and operations. On the basis of findings, prepare reports or papers to recommend new or revised policy options and operational processes in order to improve program efficiencies.
Research and analyze written materials and interpret information for use in policy development and operations design.
Serve as a liaison with representatives of the health care industry to obtain expert input, and to promote an understanding of Medicare Part C and Part D policy and operations.
Prepare clear written materials and participate in briefings to communicate findings.

ALL QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
In order to qualify for the GS-11, you must meet the following: You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to the 9 grade level in the Federal Government to include: (1) interpreting program data; (2) analyzing data to recommend changes to programs; and (3) writing or updating policies or procedures for programs.
- OR - Substitution of Education for Experience: You may substitute education for specialized experience at the GS 11 level by possessing 3 full years of progressively higher level graduate education leading to such a degree or Ph.D. or equivalent doctoral degree or LL.M., if related to the position being filled. - OR - Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-9 grade level may be used to qualify applicants for positions at grades GS-11. Therefore, only education in excess of a master's or equivalent graduate degree; 2 full years of progressively higher level graduate education leading to such a degree, may be used to combine education and experience.

In order to qualify for the GS-12, you must meet the following: You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to the 11 grade level in the Federal Government to include: (1) evaluating the effectiveness of policies or programs; (2) analyzing and interpreting data to recommend changes to programs or operations; and (3) writing policies and procedures for programs based on data findings.
Substitution of Education for Experience: There is no substitution of education for specialized experience at this grade level. Combination of Experience and Education: There is no combination of experience and education for this grade level.
Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
A. Possess a degree Bachelor's degree in behavioral or social science or related disciplines appropriate to the position. OR
B. Possess a degree combination of education and experience which provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR* C.* Four years of appropriate experience which demonstrates that you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
