ODOT's Right of Way Section is responsible for administering the entire real property acquisition, property management, railroad and utility relocation, and outdoor advertising programs for the department. We are recruiting for a property agent to manage and liquidate our excess and surplus real property.

Duties & Responsibilities

  • Manage an inventory of excess property files processed through internal review for recommendations for either surplus disposal (sale) or retention.

  • Communicate with district and region staff for review and recommendation on requests for air space leases, property leases and rentals, and land use permits.

  • Coordinate with senior property specialists or property management supervisor on complex issues and marketing strategy.

  • Request legal conveyance documents for the sale, lease, rental, or exchange of ODOT owned real property to be created.

  • Coordinate the review of final documents and obtain required signatures.

  • Request expenditure accounts to be properly set up in the Right of Way Accounts Program.

  • Assist with the periodic review of files needing adjustment of lease rates.

  • Identify potentially marketable property and regularly update property records in our database.

  • Prepare advertisement and sales information packets for newspaper and internet publication on properties offered for sale.

  • Prepare specifications to be included in contracts for surveys, appraisals, and demolitions.

  • Award contracts and assure all work is completed in compliance with contract provisions.

  • Coordinate with the regional hazardous materials coordinator to ensure potential surplus property is screened, tested, and cleaned up prior to auction or direct sale.

Qualifications, Required & Requested Skills

Minimum Qualifications:

Three (3) years of experience in any of the following areas:

  • Appraising property for market value;

  • Acquiring real estate and managing property transfer transactions;

  • Relocating displaced individuals and businesses;

  • Managing property for a large or complex organization; OR

  • Managing transportation projects that involved the purchase, sale or appraisal of property.


A bachelor's degree in business or public administration, forestry, agriculture, civil engineering, geology, geography, real estate, communications, or related degree.

Special Qualifications:

Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).

Working Conditions:

  • Must work a flexible work schedule; occasionally requires varying scheduled hours to attend public meetings, accommodate the needs of property owners, or meet other needs of the agency.

  • Occasional overnight travel required.

  • Employee has daily contact with the public, ODOT staff, and government officials.

  • Must occasionally resolve conflict in situations and interact with irate individuals either in person or on the phone.

  • Must work in a variety of weather conditions and terrain during property inspections.
