POSITION DESCRIPTION: Acts as the statewide interchange review coordinator (SIRC). Provides rules, policies, procedures, and guidance related to interchange access requests (IARs). Coordinates with Federal Highway Administration (FHWA) transportation engineers (TEs), FHWA Florida Division Office, and the District and Florida Turnpike Enterprise (FTE) interchange review coordinator (IRC). Serves as the primary statewide point of contact for reviewing study design, technical data and interchange access reports for consistency with accepted departmental procedures and technical completeness, correctness, and validity as required by 23 United States Code (U.S.C) 111, 338.01, Florida Statute (F.S.), FHWA delegation of authority for acceptance of IARs on the Interstate System, and FHWA’s Interstate System Access Policy containing the FHWA Policy Points. Reviews and recommends to the Chief Engineer a determination of safety, operation and engineering acceptability for planning and design documents required to add or modify interchanges on limited access facilities on the State Highway System.
Performs, monitors, and coordinates special studies, often involving more than one district. Assists in the development of statewide procedures for managed lanes. Makes presentations to technical personnel, management, for both private and public sector audiences. Develops procedures, standards, and technical requirements, and analysis tools for the implementation of freeway interchange and Strategic Intermodal System (SIS) corridor improvements.
Manages the development of advanced handbooks and training courses in cooperation with other department offices to standardize the approach to freeway interchange, corridor analysis, and express lane plans. Manages the application of traffic forecasting and micro-simulation technologies to evaluate freeway interchanges and corridors.
Performs IAR quality assurance reviews (QARs) through the districts to ensure compliance with the department’s policy and procedures, and the Programmatic Agreement with FHWA. Manages the Florida Interchange Portal.
Reviews and oversees consultants in performing planning studies related to interchange development and operational analysis of expressway and arterial corridors. Manages contract for consultant support to the Systems Management section of the Systems Implementation Office.
Assists in the review of design excpetions and design variations in the Strategic Intermodal System (SIS), in coordination with the Roadway Design Office.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of traffic engineering principles and operational and planning analytical techniques for corridor level and project level traffic impact analysis. Knowledge of tools and databases used in highway system analysis. Knowledge of highway design. Knowledge of statutes, rules, policies and procedures for corridor and Interchange analysis. Knowledge of capacity and operational analysis techniques as applied to corridors and interchanges. Ability to communicate complex concepts verbally and in writing. Ability to develop and maintain handbooks and other materials. Ability to lead or be a member of statewide teams or task teams. Ability to develop and implement training. Ability to work with district staff and FHWA to resolve issues. Ability to manage consultant research projects. Ability to utilize problem solving techniques. Knowledge of transportation planning and programming.
MINIMUM QUALIFICATIONS: A bachelor's degree from an accredted college or university and three years of professional experience in the field of transportation to which the position is assigned; or Registration as a Professional Engineer in accordance with Florida Statute 471 and one year of professional experience in the field of transportation to which the position is assigned. A master's degree from an accredited college or university in engineering or transportation can substitute for one year of the required experience. Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.
