ICF Consulting Group, Inc. Plans and Program Team Member in Virginia, Virginia


ICF is seeking multiple cyber professionals, with prior military, civil service and/or contractor experience within AFSPC, ACC, and 24 AF staff, to provide plans and programs support the transition of the Air Force Major Command (MAJCOM) cyber portfolio roles and responsibilities from Air Force Space Command (AFSPC) to Air Combat Command (ACC). Duties include support for all traditional elements of A-Staff support within a MAJCOM. Initial team s work is at ACC headquarters, Joint Base Langley-Eustis in Hampton, Virginia with probable team expansion to Colorado Springs, CO and San Antonio, TX.

What the team will accomplish:

  • Develop a full understanding of the ACC s organization, mission, capabilities, business practices, authorities, legal requirements and mission partners within the cyber training and evaluations arena

  • Demonstrate and work with ACC s mindset and knowledge regarding all work products and services

  • Write, read, and conduct research at an advanced level for work in an executive environment

  • Utilize strong time-management skills and communicate at an executive level across a diverse workforce to build constructive work relationships with the client

  • Manage TS/SCI programs

  • Support Global Force Management activities

  • Assist with capabilities-based planning, programming, and budgeting for designated system-wide unique equipment, upgrades/modifications, initial spares, and other weapon system-unique logistics issues.

  • Provide strategic vision for the Service Core Function (SCF) and force structure

  • Facilitate capability requirements documents (Core Function Support Plan) and provide capabilities management and gap-fill analysis for weapon system and major programs areas.

  • Provide and support capabilities-based risk assessments

  • Provide life cycle cost assessments, cycle times, and requirements

  • Development and present requirements strategy

  • IT and cyberspace portfolio management, oversight, and budgeting.

  • Maintain Information Support Plans.

  • Review and coordinate directives and plans and participate in working groups.

  • Assist Functional Managers and weapon system Functional Area Managers

  • Assist with the management of training, health, and manning of cyberspace career fields.


What you need to be considered:

One year of experience/knowledge of USG principles, methodologies, and approaches used in Resource Management, Budgeting, and Acquisitions that support cyberspace requirements

Desired qualifications:

  • Direct or Related experience in

  • Managing USAF s Cyber Weapon Systems and associated portfolios

  • Conducting SORTS and DRRS reporting in addition to USCYBERCOM IOC and FOC CMF criteria

  • Conducting JP 5.0 planning for cyberspace operations

  • Conducting AF pathfinder s initiatives, including Mission Defense Teams, Cyber Squadron Next, AFIN CSSP, and Weapon System/Space DCO

Additional qualifies for specific team positions

  • One year experience preparing, planning, and executing USG, or corporate financial strategies

  • 4 years experience preparing, planning, and executing USG, or corporate financial strategies and a bachelor s degree

  • Active Top Secret government clearance

  • Willingness and Ability to work full time in the Hampton, VA area.
