Job Title:Manpower Allocation Manager
The primary responsibility for the Manpower Allocation Manager is the management of the regional FSE pool including hiring, terms and conditions, communication and training & development.
Ensure that the correct quantity and skills of service technicians are available to meet the Service business plan
Ensures that the correct level of competency and consistency of the technician workforce is installed to meet the business demands.
Collaborate with the regional operations teams and the training group to devise annual training and competency assessment plans which meet short term and longer term skills requirements
Allocate manpower based upon competency and project requirements
Collaborate with operations managers for project staffing requirements
Enhance sales forecast with known required manpower/maintain forecasted project schedules for the regions
Translate sales forecast into regional demands on service manpower
Own the supply output for labor for the S&OP process
Lead the Manpower organization to ensure staff is engaged, striving for continuous improvement, and achieving targets
Take responsibility for working with HR to ensure terms and conditions of employment are relevant, competitive against market, and up to date
Cooperate with the Global Technical Competency Leader to ensure the FSE competency matrix is applied consistently and compliantly across the region
Develop and report Key Objectives relating to utilization and skills mix and any other FSE related indicators
Recruit and enroll both permanent and temporary field technicians
In concert with Field Technicians, ensure proper recording of time
Provide support to increase capacity and utilization at all locations in the US Region
Maintain & issue technician contact details
- Regional Training Resources, Manpower Analysts and Technicians
Bachelor’s Degree required; MBA preferred
At least five years in a senior people management role, managing resources and training
At least five years demonstrated ability to plan, create, and manage budgets
Proven track record of developing relationships in a matrix environment
Previous experience with continuous improvement and change management; Lean/Six Sigma qualification preferred
Must display exceptional interpersonal skills and the ability to operate at all levels / cultures.
Strong communicator, able to manage results in a matrix organization
Ability to respond quickly and under tight deadlines at times
Demonstrates an ability to manage logistics and a flexible workforce in a cyclical environment
Proficient with MS Excel and Word
To set an example and ensure that those under their management, or working in their area of responsibility are aware of, and comply with their roles & responsibilities.
To ensure that safe systems of work are developed, maintained and risk assessed, to ensure that work equipment is fit for purpose and maintained.
To identify training needs and ensure all personnel are competent in the tasks required of them.
To develop and maintain HSSEQ improvement plans for their area of control leading to the achievement of HSSEQ objectives.
To support / encourage / participate in LEAD activities and help develop a culture of continuous improvement.
To actively participate in the organization’s behavioral observation program
To comply with all HSEQ requirements imposed by clients on their sites.
To intervene and report any defect in equipment or practice or any dangerous circumstance or event which could affect HSEQ performance
