The Wylfa Newydd Project will be executed by an Engineering Procurement & Construction (EPC) Joint Venture (JV) company comprised of Hitachi, Bechtel, and Japanese Gas Company entities. The project will be performed by an integrated team delivering the EPC functions. The physical construction works will be supported by local, regional, national, and European Union contractors coordinated in a direct control construction management and direct hire environment.

(Initial assignment location is in Gloucester U.K., site mobilisation and construction execution is forecast in 2020/2021)


Construction Planning:

Assigned to Menter Newydd JV construction organization in a senior civil/structural construction engineering role. During the pre-construction planning period, responsible for planning activities focusing on temporary and permanent plant civil/structural commodities. This includes constructability reviews, participating with cost/schedule estimate development, project procedure/automation tool development, early engineering engagement, temporary facility/utility planning, and development of construction execution methodologies and project contracting strategies to deliver civil/structural installation associated with the NPP. Responsible for technical direction and/or direct supervision of civil field engineers, as assigned.

Construction Execution:

Following mobilisation to site (circa 2021), responsible for activities relating to construction engineering within the civil discipline. Duties include interpreting civil/structural design drawings and specifications, civil/structural installation/fabrication including rebar, concrete, embeds, structural steel, formwork, etc., field verification of materials, and technical direction to, and/or direct supervision of, field civil personnel as required. This position is not considered the design authority for the project, but only to enforce piping construction per design.


Planning Responsibilities:

  • Coordinate with engineering on constructability and design issues relating to the civil disciplines such as concrete operations and structural steel erection

  • Specify the civil/structural criteria for the construction of temporary construction facilities as required.

  • Develop the civil/structrual construction quality program, including project procedure and construction automation tool selection and development.

  • Identify and communicate key engineering/procurement data attributes and deliverables, needing to be developed during design development in order to support construction operations

  • Support construction schedule development, including defining interfaces with other disciplines/commodities

  • Support project cost estimation development

  • Plan and estimate civil/structural related temporary utilities and facilities

  • Work with UK contractors and suppliers to develop the construction execution and contracting strategies

Construction Execution Responsibilities (following mobilisation to site, circa 2021):

  • Coordinate with engineering on constructability and design issues relating to the civil disciplines such as concrete operations and structural steel erection.

  • Responsible for quantity take-off, control, tracking, reporting and forecasting for piping discipline.

  • Specify the piping criteria for the construction of temporary construction facilities as required.

  • Prepare requisitions for field procured materials, material substitution, services and equipment such as pipes, valves and hangers.

  • Review material receiving reports and warehousing to assure delivery of correct civil/structural materials.

  • Direct preparation of cost estimates for civil/structural construction activities and coordinate the preparation of cost reports, forecast and progress reports.

  • Coordinate with Field Supervision and Subcontractors to plan/support construction schedules.

  • Plan and recommend civil/structural procedures to be implemented by Field Supervision to ensure construction operations are within requirements of engineering design and specifications.

  • Coordinate subcontract activities to ensure civil/structural materials, equipment and quality comply with design plans and specifications.

  • Implement controls over variables affecting civil/structural job progress such as such as civil/structural installation and receipt to ensure engineering and procurement provide timely delivery of drawings, materials and equipment and ensure that other corporate programs are fully utilized.

  • Perform other duties as required by site management.

  • Ensure corporate policies and NWPP procedures are fully implemented.


  • Knowledge of NPP Construction preferred.

  • Civil/structural construction planning experience preferred.

  • Large scale project construction delivery experience (1B £ +) preferred.

  • Direct hire construction experience preferred.

  • Working knowledge of civil/structural operations.

  • Demonstrated leadership in a team-based environment.

  • Knowledge of Bechtel’s “Zero Accidents” safety program.

  • Computer literate in timekeeping, word processing, spreadsheet, and technical database applications in accordance with current Bechtel Standard Application Program (BSAP) standards.

  • Knowledge of current industry quality standards.

  • Knowledge of local labour laws and issues.

Knowledge is normally acquired through:

  • A recognized degree in an engineering or scientific discipline, OR

  • Specialized courses in construction management, AND/OR

  • Work experience leading to a thorough understanding of the knowledge described above.

Construction execution work includes field work operations which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.)
